Proposed Changes to the National Planning Policy Framework

The Battersea Society generally welcomes the review of the NPPF although much of it does not reflect the nature of planning pressures and limited strategic options available in Battersea.

We have considered the responses from the London Forum and support these in so far as they apply to Wandsworth and Battersea.

We emphasise our following concerns:

Chapter 3, Q.6

  - densification - given the extent of conservation area and heritage assets in Battersea we support the retention of policies in section 16 and are concerned that any further relaxation or directives for densification of existing buildings or redeveloped sites in Battersea could be detrimental to objectives in that section of the NPPF. In particular, we oppose siting of tall buildings without wider setback for pedestrians  

Chapter 4

- housing needs assessments - the suggested approach would result in a target which would be unachievable in Wandsworth given the potential housing land available. The statutory role of the Mayor in relation to strategic planning in London is not reflected in the suggested changes and we consider such specific central government directives on local targets inappropriate. Further work is underway in Wandsworth as part of the review of the Local Plan and no targets should be set until the outcome of this review.

- affordability - we are concerned that the proposed standard method would result in unachievable targets given the local housing market locally and the earnings methodology adopted by the assessments.
