The Battersea Society objects to this application which gives insufficient information on operational plans, has not been the subject of consultation with neighbouring blocks and proposes unneighbourly operating hours. 


The Framework Strategy is merely a list of events starting with the first set up on 22 January 2019 and calling for permission for operating hours from 5.30 a.m. to 23.00 p.m. six days a week and from 7.00 a.m. on a Sunday.   There is no information about the scale of events or likely numbers attending.  Has there been a licensing application?


These hours are not acceptable unless it can be shown that the vehicle movements across the site are out of range of neighbouring blocks.  Information about the route from the event location across the site and then on to either Nine Elms Lane or Battersea Park Road is essential, together with information about the impact of the vehicles on traffic flow along this busy road.  There is no information about the likely number of vehicles accessing the venue for each event.


There is no information about how traffic will co-ordinate with construction traffic or whether the applicant is in touch with officers within the Nine Elms department on this.  As with construction management plans, there should be information about contact points for residents and the Council during events and the preliminary set up.


Although we have no objection to the principle of using the site for events for a time-limited period this application is unacceptable and should be refused.
