The Battersea Society objects to this application and cannot agree that this change will have ‘no other material effect on third parties’ as stated within the covering letter from the planning lab, 11 May; and the addendum to the Design and Access Study (DAS). The large white cube will clearly change the views significantly along Parkgate Road and from the entrance to Battersea Park compared with the approved design.

We are disappointed that this return to a white cube, albeit with different materials from those presented at an initial design consultation, is being proposed.  We cannot understand how this change is necessary given that ‘No other physical (or operational/functional) changes are proposed’.  We note that this change will ‘advance more efficient construction techniques’ but unless cost is an over-riding consideration this is not of itself a reason for the change. 

The change from brick and glazing to an envelope ‘formed from an aluminium extrusion … finished with a soft white, deep matt powder coat’ with a ‘lighter silhouette [which] will appear distinct and recognisable from near and distant perspectives’ including from the Battersea Park and Westbridge Road conservation areas is clearly incongruous within its setting.  Townscape views within part 2 of the DAS on pages 3. 4 and 12 demonstrate how alien the metal cube looks within the townscape. 

We are concerned to read that planning and design officers at Wandsworth Council have given in principle support for the changes and that they consider this to be a ‘minor material amendment’  which is not substantially different from the one which has been approved. 

We urge the RCA and Herzog & de Meuron to think again and, if they are not willing to do this, that the application be refused.
