Tesco Prince of Wales – 2017/3434

The Battersea Society objects to this application which offers no material change from 2016/0728 refused by the Planning Applications Committee and subsequently confirmed in a decision notice signed by the Assistant Director (Planning and Transport). 

It appears from the email correspondence that officers within Wandsworth Council disagree with elected councillors and their constituents about the grounds on which the application was refused and are standing by their original recommendation to approve. We note that Tesco plan to appeal against this decision unless this current application is decided within a short space of time – presumably in their favour. 

To reiterate, we are clear that a Tesco Local in this location would be to the detriment of important nearby shops and to shops in the parade near to Battersea Bridge.  The catchment area plan shows that Tesco expects to take business from a very wide area which extends even further than the Important Local Parade and Battersea Park Local centre to include shops further north along Battersea Park Road, to Parkgate Road and possibly even to Battersea Square. 

Not only would delivery vehicles have an adverse effect on a very heavily trafficked road, already subject to considerable tailbacks at rush hours but would cause added noise and pollution to a mainly residential area.  We note that papers would be delivered ‘in the early hours of the morning’.  The number of large vehicles due to arrive in the early hours of the morning is not clear but again likely to disturb residents at a time of relatively lighter traffic both in the early hours and outside the main rush hour.  We are disappointed to read that TfL has already accepted payment for the proposed bay. 

Our views on this objectionable proposal have not changed from those already set out in relation to the earlier application.
